STROM II (2016-2017) - Strengthening the role of Municipalities in the work Against Human Trafficking in Human Beings

The short term aims of the project are to:
  1. Facilitate the implementation of the CBSS-developed guidelines for municipality work on counteracting trafficking in human beings in 8 municipalities in the Baltic countries and North-West Russia.
  2. Develop specific and sustainable referral mechanisms in the participating municipalities that will also be relevant to the further dissemination among other municipalities in the participating countries.
  3. Provide local stakeholders with expert knowledge and tools needed to efficiently deal with human trafficking cases in the municipalities.
  4. Improve preventive work in the selected municipalities specifically targeting the groups at risk to be trafficked.
  5. Create a platform for networking of experts at the local, national, and also regional levels, who are engaged in combating trafficking in human beings. In this way the project will contribute to providing and exchanging of information and a know-how of different actors and their roles, responsibilities, capacities and abilities to identify and deal with cases of trafficking in human beings in the municipalities of the Baltic Sea Region.
  6. Build on existing strengths towards the enhanced role of the municipalities and improved cooperation at the local and national level to prevent human trafficking.
In order to develop targeted counter trafficking initiatives and projects it is necessary to have accurate information about the trafficking situation, patterns and existing strategies -  not only at the national but also local level. The project will provide information about the existing strategies, main gaps and shortcomings as well as best practices in dealing with human trafficking cases at the local level and will strengthen cooperation among local actors both at the national and regional levels.
In order to ensure sustainability of the long term results of the project, the CBSS TF-THB network, consisting of 12 representatives from the Ministries responsible for monitoring and developing human trafficking policies in the CBSS Member States, will be used to facilitate implementation of local referral mechanisms and stronger involvement of local and regional authorities into national referral mechanisms and anti-trafficking work not only in Baltics and North–West Russia but also across the Baltic Sea Region. To support the implementation of the guidelines within the municipalities, the CBSS TF-THB will utilise its networks to disseminate the project outcomes to the wider Baltic Sea and EU community.

In the short term the implementation of the project will help to develop local referral mechanisms in eight selected municipalities. The project will strengthen capacity of local stakeholders to identify instances of human trafficking and to act accordingly to best meet the needs of victims.   Local experts will be provided with a basic methodology on how to estimate the costs of victim’s rehabilitation and personal costs as a result of victimisation. This will help local authorities in setting priorities and in service allocation to make sure that the victims receive assistance without delays and overlapping procedures in place.
